Project Description:
LAWA’s On-Call Airport Strategic Operations Consulting Services was an as-needed basis contract for a large hub airport environment. The work included various airport operations process improvements and research, studies, and investigation to improve existing operational processes. Recommendations were provided to enable continuous operations of LAX during upcoming construction. The work products assisted airport operations areas including ground transportation, terminal operations, airside, airspace, emergency management, and the Airport Response Coordination Center (ARCC). Typical tasks provided under this contract include, but are not limited to the following:
- On- and off airport vehicle traffic analysis and modeling.
- Studies of passenger and employee bus operations (including FlyAway), transit and TNC operations, shared ride vans, and taxis.
- Studies and implementation plans for passenger, employee, and contractor parking.
- Optimization of terminal operations including curb front, passenger screening, airline ticketing, baggage claim, airline gating analysis, and security checkpoints.
- Studies of airside resources including ramps, aircraft gate usage, taxiways, airfield geometry, GSE management, airside improvements such as a central receiving and distribution center, airfield capacity and slot management
- Planning for and managing resource allocation for new air service.
- Continuity of operations through construction.
- Data management and automation of data collection and analysis for airport operations.
- The creation and production of presentation materials. Contractor may be asked to use a wide variety of styles and mediums.
The Airport requested services in addition to those specified above. If requested, Contractor developed a work plan detailing the specific tasks to be completed and provided a detailed not-to-exceed budget for performing such Additional Services. Contractor performed any Additional Services until Airport has issued a written notice-to-proceed with the execution of the work plan. Contractor was not authorized to perform or invoice Airport for any work not specifically authorized in the Airport’s notice-to-proceed.
