Founder, President & CEO

Omoné O. Livingston, MSCE, CCM, ENV SP

Omoné O. Livingston is the Founder, President & Chief Executive Officer of O2EPCM, Inc. dba O2 Engineering, Projects & Construction Management. She incorporated O2EPCM in 2016. She is an experienced Civil/Environmental/Structural Engineer, Construction Manager, Senior Project Manager, Business Development Manager, Proposal Manager, Client Service Manager and Operations Executive Manager with nearly 30 years of diversified experience in all phases of projects including planning, engineering, design, procurement, contracts and large capital construction programs/projects up to $8 billion. Her work experience includes project management, construction management, project controls, project staffing, cost control, schedule control, planning, oversight, recruiting, design of General Buildings and Water/Wastewater projects, engineering and design of large capital projects: General Building Construction (including General Contracting and Construction Management), Public Works, Airports, Transportation, Civil, Structural and Environmental Engineering.

Omoné has a Master of Science degree in Civil & Environmental Engineering from the University of California, Los Angeles (UCLA) and a Bachelor of Science degree in Civil & Structural Engineering from California State University, Northridge (CSUN). She holds a license in Engineer-In-Training (EIT), a Certified Construction Manager (CCM), Envision Sustainability Professional (ENV SP) and in the process of attaining her Professional Engineering (PE) License.

Omoné is a Board Member with several organizations including Construction Management Association of America (CMAA) Southern California Chapter Foundation and ACE Mentor Program L.A./O.C. Chapter; City of Los Angeles Public Works Ad-Hoc Business Advisory Committee Member, Advisory Board Member for California State University, Northridge (CSUN) Women in Science and Engineering (WISE); Member of CSUN Construction Management Industry Liaison Council (ILC), City Club Los Angeles, ASCE, NSBE, NAMC, USWCC, GLAAACC, LAACC, COMTO and a life member of the Los Angeles Council of Black Professional Engineers. She is a Caltrans Southern California Alliance (SCA) Calmentor Committee Member, and has been a Caltrans Small Business Council Member with Districts 7, 8,12, Alternative Statewide Member (2017 to 2019), CMAA Southern California Chapter Former Board of Director and Creating Opportunities for Diversity and Equality (CODE) Committee Chair.

Edgardo (Ed) Racelis

Mr. Racelis is an experienced professional in Civil/Structural with focused in wet Underground Utilities. Range of experience: water, sewer, storm drain, concrete structures and civil/structural projects. Projects include both retrofit work and new construction. Recent estimates includes subs from Skanska USA Civil and Washington Group/Obayashi for Cal Trans, central plants (Hydronics), roads (street storm drain improvements), medical office buildings, parking structures (including utilities), hospitals (utilities, sewer, and storm drain), high schools (utilities, storm drain, and sewer), hospitality, and research laboratories, airport terminals (design-build).

Ralph Pizza, QES

Mr. Pizza has over 30 years of experience with a wealth of experience in all areas of facility management including strategic/tactical planning, engineering, architectural design, construction, maintenance, operations, budgeting, equipment/system upgrades, and project management. He has maximized asset value, performance and profitability of a broad range of facilities for public, private, government, educational, retail and healthcare sector clients. He has also championed development of innovative cost control strategies for facilities maintenance operations, energy and construction projects that saved millions of dollars each year. Mr. Pizza defined organizational objectives, set goals and established measures to align core project demands with the strategic goals of the company. In both 2009 & 2010 received the Westfield’s National Corporate Awards for Highest Achievement in Energy Saving Projects and Cost Reduction Programs. Awarded College President’s Achievement Award for establishing a facilities operation as the Highest Rated Department for 5-consecutive years..

Inspector

David Eich

Mr. Eich has over 32 years of experience as a Water Utility/Pipeline Inspector, Public Utilities Water Troubleshooter, Crew Leader, and Supervisor in the Water Industry. He also has experience with fire lines, hot tapping on existing watermains, various types of pipeline including Ductile Iron pipe. He has worked on new and replacement pipeline including installation, services, disinfection and pressure testing, as built and mapping. He has also worked with planning and scheduling work, inspection of contract work, valve maintenance, preventive maintenance, repairs and replacement of 27,000 valve water system.

Mr. Eich was a first responder to all water related requests and emergencies for the City of Riverside Public Utilities. He was also a customer service and emergency response for the City’s public, police, fire and contractors. His responsibilities included but not limited to valve maintenance, repair for 65,000 service water system, training and testing for new crew members.
