Project Description:
This is a $755 million contract to design and build three terminal cores and build extensions to the terminals at Los Angeles International Airport (LAX) to connect to the new Automated People Mover (APM) as part of the Landside Access Modernization Program (LAMP). The five-year contract is for the construction of seven structures extending from the nine terminals at Los Angeles International Airport (LAX). Inside the structures in the terminal cores consist of new and upgraded facilities to be built in key locations around the terminal area to provide new bridges at the terminals, seismic retrofit of existing bridges, staircases, escalators, elevators and walkways and other amenities. The contract also calls for constructing seven terminal extensions. Three of the terminal extensions are slated for the airport’s south side, covering Terminals 5 through 8; one onto the Tom Bradley International Terminal and two for Terminals 2 and 3 on the north side. The remaining extension is to be integrated into another planned structure known as Terminal 1.5 planned for between Terminals 1 and 2. Besides the walkways and elevators, the terminal extensions will include offices, baggage areas, lounges, restrooms and other amenities. This project will give people easier ways to move between the APM, which will drop them off at the upper levels of each terminal, and the different floors.
This project will connect to the planned the $2.7 billion APM project which is intended to whisk passengers between three sites: a consolidated car rental facility more than a mile east of the airport, a station that connects to the Metro Green Line light rail route and the central terminal area. It is the centerpiece of the $5.5 billion landside access modernization program now under way to ease congestion in and around the airport complex.
Phase 1 of the terminal cores project, which includes preliminary design and associated tasks, started during the first quarter of 2018. Phase 2, which includes the completion of design work and the start of construction, began in the first quarter of 2019. The project is expected to be complete in 2023.
Service Provided – Roles and Responsibilities on the Project:
O2EPCM is providing on-call (staff augmentation), program management, project management, construction management, project controls, quality control management, project coordination, procurement, area shutdown report (ASR) manager/logistics, document control, office management, receptionist and administrative assistance services. O2EPCM staff are integrated members of the overall project team, along with Austin employees, members of the design team, representatives of the Owner (LAWA), and other Consultants. O2EPCM proposes qualified candidates for various positions through Austin Commercial’s Task Order/Change Order process. O2EPCM, Inc. is a subconsultant to Austin Commercial.
Project Challenges
Coordination with Airport Stakeholders, traffic around the Airport and Airport constituents. O2EPCM developed strong relationships with the Airport stakeholders which is a fundamental piece of project success as a public entity. These relationships have helped us listen, adapt, and innovate to respond to needs, trends, and regulations, and to evolve our projects towards successful completion. We encourage a cycle of learning by engaging our stakeholders regularly and through a variety of forums to gather feedback, share information, and solicit ideas for how our team can improve with the project construction. These engagements directly impact what topics are materialized, feeding into our project team’s decision-making processes, long-term planning, and sustainability reporting.
