Project Description:

The scope of work included professional traffic engineering related to Public Works projects; supervised the work of subordinate engineering and administration staff; performed other related traffic engineering duties as were assigned. O2EPCM was a Prime to the City of Carson.

Service Provided:

O2EPCM, Inc. provided staff augmentation of Traffic Engineer services. Essential Duties and Responsibilities included:

  • Plans, developed and managed the City’s short- and long-range traffic operations goals and objectives and prepared traffic impact studies.
  • Performed technical and administrative work pertaining to traffic operations, traffic planning and design, improvement plans, efficiency and safety analyses, and all traffic project monitoring and review.
  • Managed the City’s traffic standards and developed approaches and solutions to traffic problems and issues.
  • Reviewed/evaluated, approved and directed traffic signal plans, timing plans, traffic control plans and all other traffic engineering projects.
  • Applied for and administered grants. Monitored and approved expenditures and assisted in the budget preparation.
  • Reviewed accident reports and prepared written and/or oral reports for management, City Council, law enforcement agencies or for presentation at public forums.
  • Acted as expert witness for the City and prepared response to accident interrogations, subpoenas, and litigation.
  • Answered questions and provided information to the public; investigated complaints and recommended corrective actions as necessary to resolve complaints.
  • Prepared agenda items, reports and other written documentation related to traffic engineering.
  • Conferred with City and public agency staff and with the general community, on traffic policies, strategies and programs; recommended traffic solutions.
  • Coordinated work with City departments and outside agencies in addressing municipal transportation and traffic problems or issues, and regularly attends associated meetings.
  • Directed and reviewed technical traffic analyses to identify traffic congestion problems and developed improvements to reduce motorist delays; assessed and recommended the acquisition and installation of additional traffic signals and upgraded signals; oversaw the operations of the City’s traffic signal control system, as well as traffic sign and roadway marking projects.
  • Supervised, trained, and evaluated employees and consultants.
  • Conducted field inspections.
  • Regularly updated engineering and traffic surveys for speed zoning and traffic counts.
  • Maintained accurate records of engineering plans, studies, statistical reports, analyses, work orders and other engineering documents primarily related to traffic.
  • Reviewed and maked conditions of approval recommendations for proposed private sector development, adherence to appropriate traffic safety and transportation standards, and for compliance with applicable City standards.
  • Reviewed Environmental Impact Report prepared for any development project.
